The Importance Of Oil Refinery Policies

By Kathleen Nelson

Most people will understand that crude oil cannot be useful to people until it has been extracted and refined. This process of refining is of great importance but is usually greatly complicated, incredibly expensive, and potentially dangerous to both people and the general environment. Ensuring that the oil refining process is as economical, ethical, efficient, and safe as possible, there are oil refinery policies set in place.

These blueprints vary from nation to nation, but there are many general features that exist in all of them and they are universally heavily enforced. Oil refinery blueprints importantly cover the actual extraction process of crude oil. This is a very crucial process and so is usually highly monitored. As crude oil can be discovered anywhere, governments intensely police those able to carry out the mining and extraction process. Policies will also be put in place to govern the process of refining and the amount of crude oil that can be extracted and/or refined daily.

One essential element that must be considered by oil refinery blueprints are those governing the actual extraction of the crude oil. Governments must monitor any discovered oil wells and ensure that proper procedures are observed when they are mined. These policies also dictate the means through which the crude oil is extracted, refined, and the quantities.

The ownership of crude oil is yet another issue that is covered under oil refinery blueprints. Crude oil is sometimes discovered and refined by private parties but this is done under regulation provided by governments. Policies in this situations will dictate the ownership and rights of these private parties and their government. However, there are also nations where crude oil is solely the property of the government.

Flaring is done during oil refining as a way to prevent the accumulation of harmful gases in the atmosphere. However, many nations consider flaring a wasteful process and as such have documents which limit or prevent its occurrence. There are other methods that can be practiced in its stead.

The refining process can also be hugely damaging to our environment. Refining crude oil means that varying quantities of byproducts being released into our direct environment. This can be in the form of smoke, sludge, gas, and chemical compounds introduced into the atmosphere. In order to minimize the damage of these on our environment, there are blueprints put in place that dictate the refining process in order to minimize the production of harmful byproducts. Each country will also have documents that govern where and how byproducts of the refining process are stored.

The various oil refinery documents will necessarily cover a wide range of activities related to the oil refinery process. They will cover such things as the issuance of license and the requirements that must be met, in order to ensure that private parties involved are capable and responsible. These blueprints will dictate the procedures of taxation and royalties in order to safeguard the financial interests of all parties concerned.

One other important issue is the transportation of the oils and gases created which must be properly handled in order to ensure the safety of people and the resource itself. There are many more issues which oil refinery policy documents must cover in order to ensure utmost efficiency in the complex refining process.
