By Donald Clark

Working in the construction industry is not an easy task. It is tedious and often dangerous. However, it remains to be a necessary evil in the world and these employees play a vital role in the world today. Therefore, there is a need to ensure that they are well taken care of. This is where the Davis Bacon projects come in. It made it necessary for the payment of local hourly wages on public works for the workers and mechanics.

James J. Davis was the founder of the act and it was named after him. With the signing of the president Hoover in 1931 the act was passed by congress. In short, it made it essential prevailing wage be paid to workers working on particular projects. This was mainly meant for those contractors or subcontractors that were working on local public or federal constructs that had exceeded a particular excess. This had a massive number of merits to these workers. These merits soon spread throughout the community, affecting a large group of people. Some of these merits are listed below.

The whole prevailing work system works on the concept of more work for pay. This would make the construction workers to benefit the most out of the whole project. They would work harder and safer to ensure that they gain optimal capital gain. Working harder would ensure that everybody is doing their part to the best of their capabilities. On the other hand, working safer would ensure that all workers remain safe and uninjured in order to continue working efficiently. Compiling these factors should make for a better and more conducive work environment. This would see the workers gain a better and happier life.

To the employer, they would reap the advantages of having a happier work force. Having skilled employees due to good pay will enhance their business as a whole as more people will see their work. This will lead to more jobs and more money. This will enable their business to expand faster and impact more people.

Majority of these public projects are reliant on money from taxes. This money is then used for the construction of public amenities. Consequently, these people are bound to see the work that their money is doing. It would be really fulfilling to find out they are helping a fellow citizen get a better life.

The economy as a whole is also likely to gain from this. More jobs means for more income. This means more cash in circulation. Some of this cash is bound to be taxed. Consequently the whole national income is likely to increase.

Finally, the community as a whole is also bound to gain the benefits. They will enjoy the benefits of having a skilled and hardworking construction workforce. This would mean more social amenities such as public schools can be put up at faster rates. There would also be some job security that is bound to reduce crime and improve productivity of the whole community.

The some of the merits a whole society can gain from such programs have been highlighted above. This shows that congress has to be careful while passing acts.
